OK, I’ve waited long enough to translate.
This dish is apparently called “You Zha Gao” (Yo Ja Gow) and literally just means “Fried Cake”.
There are different versions with different fillings (or none at all) or different items sprinkled on top (white or black sesame seed or none at all, etc.) but apparently this fried sweet is particularly famed in Tianjin.
