This is a correct translation. The picture warns not to drop objects over the balcony because of the danger to people below. Some types of litter dropped from a height could injure or kill someone below.

@Ben: the picture would be more clear with the person dropping an anvil or a piano.

Ben, actually a very poor translation. What you might mean to say is that it is a literal translation, which, in English, is next to useless, humorous, and the reason why such ‘correct’ translations appear here on engrish.com. I bet you can find many many better ways to translate this sign in good English, than what is actually written.
