I give this a “5” because it works as Engrish on every level. Every word is out of whack yet some sort of primary message remains, and is then bashed in a linguistic hailstorm that lingers as the brain tries to cope with the conflicting messages. Plus, it is sanctioned by the city as good enough English to decorate the trash bins for…years! And, it is right out in the open for the public to use (a trash bin in Japan is a rare and wonderous find).
We are not asking, we are telling. CLEAN!
